The Indian Regulatory Landscape: BIS, CPCB, and MoP

To scale biomass co-firing safely across India's power grid, government agencies have established strict quality standards. This guide breaks down the technical specifications mandated by the Bureau of Indian Standards (BIS), the Central Pollution Control Board (CPCB), and the Ministry of Power (MoP) for non-torrefied agricultural pellets.

Conforming to these standards is necessary for thermal generators to claim compliance under current SAMARTH mandates.

Key Standards: IS 17163 and CPCB Directives

The primary standard governing agricultural biomass pellets is IS 17163. This standard defines classes based on GCV, ash content, and size. CPCB directives strictly regulate the raw materials, prohibiting the use of municipal solid waste or contaminated industrial waste in agricultural pellets to ensure clean flue gas emissions.

NTPC and CEA Quality Procurement Parameters

State-owned utilities like NTPC and the Central Electricity Authority (CEA) have defined contract specifications that pellet manufacturers must meet. The key parameters include a GCV of 3,800 to 4,200+ kcal/kg, moisture strictly below 10%, and ash content below 10%. Fines (dust particles) must be minimized to avoid conveyor blockages.

Procurement Channels: GeM Portal and Tendering

To simplify fuel sourcing, the Ministry of Power has integrated biomass vendors into the Government e-Marketplace (GeM) and the SAMARTH vendor list.
